The Programme

develoPPP.de is a programme initiated by the Federal Ministry for Economic Cooperation and Development (BMZ) aimed at promoting cooperation between development cooperation and the private sector. PPP in develoPPP.de stands for Public Private Partnerships: Development Partnerships with the Private Sector (DPP). DPP combine the innovative power of business with the resources, the knowledge and the experience of development work. Their goal is to sustainably improve people’s living conditions in partner countries of the BMZ and at the same time enhance the economic, ecological and social framework for economic activity. Responsibility, costs and risks are borne jointly by those involved in the project. Three implementing organisations execute develoPPP.de: DEG, GIZ and sequa. Since the programme first started in 1999, around 1,400 projects in over 70 countries have been implemented.

Competencies

Their decade-long experience makes them professional partners for the business world. DEG, GIZ and sequa advise interested companies and provide support in process management. Long-standing on the ground presence ensures an excellent network and the trust of local partners. Market risks are thereby reduced, supporting companies from Germany and other European states to face specific challenges in developing countries. Many central activity areas of development policy converge with private sector business operations, ranging from environmental protection to education and health, from agriculture to water and energy supply.

Conditions of Participation

Some mandatory criteria apply for Development Partnershipswith the Private Sector:

> The financial circumstances of the company ensure the financial viability of the project and safeguard its sustainability. This requires an annual turnover of EUR 1 million or more, successful business activity on the market for at least three years and more than 10 employees.
> The proposal is fundamentally in line with the development-policy goals set by BMZ.
> The public contribution does not subsidise the company’s core business.
> Implementation of the proposal is not required by law.
> Implementation of the proposal has not yet begun.
> The proposal would not be implemented without a public contribution.

Application for Participation

Several times a year DEG, GIZ and sequa hold idea competitions for interested companies. The best concepts and most innovative approaches stand to receive support worth of up to EUR 193,000 (as of 2011). In addition to the idea competitions, partner companies can engage in strategic alliances. These alliances are usually of a supraregional nature, often cover an entire sector and bring together different actors from industry and trade, non-governmental organisations and other national and international organisations. Their impact therefore transcends individual measures.
